Sexual Assault on a Child, Child Contact Assessment (CCA)

A Child Contact Assessment (formerly called a "Parental Risk Assessment"), is required before a Sexual Assault on a Child sex offender is permitted to have any contact with children, usually their own. It does not matter if the Sex Offender lives in Arapahoe, Douglas or Denver County, the rules are the same throughout Colorado. The Colorado Sex Offender Management Board (SOMB) changed the process for this procedure and the rules are published on the SOMB website. The authority given to the SOMB to make rules for sex offenders in Colorado is found in C.R.S. 16-11.7-103. Along with this authority comes a philosophy toward Sex Offenders which assumes Sex Offenders have an irreparable character flaw. This philosophy is taken to the extreme and often becomes an excuse to victimize families. Therapists and probation officers in Adams or Arapahoe County are quick to shift blame for their secondary victimization of an offender's children back to the offender.

Those convicted of sex crimes like Sexual Assault on a Child sometimes find that court orders conflict with SOMB guidelines and therapist's attitudes. For example, a judge may rule the offender is permitted contact with his own children.
